In reply to your telegram No. 140 of the 29th instant, I have to state that King's Regulations were never issued. The question fell into abeyance and has only quite recently, after the lapse of four years, been revived, at the instance of the Adminis tration of the East quarter, who are anxious that such a measure should be taken.
